On Dec 18, 2014. PayPal notified me that 285.08USD were reversed to initial owners. PayPal closed disputes and permanently limited my PayPal account. No room for appeal of were left. Initial agreements consists of accused paying money and victim delivering keys. First trades "transaction (0-6)" had no indication of he using third-party services. Agreement included note to set "your first; surname". He did not warn me of having third-party services in period of "transaction 0-6". Therefore agreement to set his true identity were breached at that point. "Transaction 7" included event, accused not including last sentence "I will not charge-back in any circumstances". This error were fixed by me refunding money and him properly adjusting note to fit agreement. After this were fixed, I pass keys on him. "Transaction 8" includes recognition of use of Webmoney. Accuser claims to be Denis Stepanov. Accuser claimed, quote "all services very high reputation". Acording to PayPal history, prior December 17 payment of 89.3USD were sent from Rick Helton. Shortly after, more 5.7USD were sent from the same name. Accused claimed it to be something pronounced in Russian. Due wrong coding, transcript version does not let me copy-paste it. You can see it on screens prior "transaction 10". Accused claimed services used to accomplish this procedure as "reputable". Accused notified me of this practice only after incentive from victim to explain different sets of e-mails used. In all cases, victim and accused agreement were to be established by valid identification of sides making this agreement. Using third-party services and notifying each of them to own the same steam account breaches initial agreement of proper verification. Agreement were established by accuser sending money. Victim sent keys afterwards prior agreement. Accused breached agreement, by having funds, meant to cover deal prior to agreement, reversed. Accused used proper notation, which included his steam id and deal policy. PayPal e-mails, from which money were reversed, included agreement information + sum properly. It is also significant, that multiple e-mail addresses made reversed payments in same day, making victim PayPal account on permanent hold with negative balance.
